I came across this article that shows how to get Google Nav on your G1 outside the US without needed root. I, cannot test this of course, as I am not outside the us.
It should not be long before the stock Google Maps from the market allows this. So, without furhter ado, here is the link

If you can dl the maps app from the market, you can try to just make a shortcut on the desktop to a location. press the shortcut and google nav should come up. try this and let me know.
